The US funds Israel's glittering cities (and brutal occupation) while our own cities rot from decades of neglect.

  • Elkini Annapurna Niceling i actually didnt read the caption, just the graphic - it doesnt make any sense to me how we can be giving "aid" to any country while we are deeply in debt, or while our own infrastructure is becoming outdated and illrepaired.... international politics aside, i think it would do everyone some good if we looked to fix issues within our own country before trying to fix(create?) other peoples' problem

  • Andrea Tosi Doesn't work like that. different budgets for different parts of government. it's automatically paid as a cost of federal government. Going deeper, international foreign aid could considered apart of the defense budget as well as the state department (diplomatic reasons)/(an expense of defense) and not at all likely dealing with humanitarian or because they are poor unfortunate souls. We're talking Federal level, real politik, game theory reasons (long term strategy) for International aid: state interests, which could be apart of USAID, but is highly unlikely. There are strings that pull open the valve of money, manipulated to seek an agenda, whether the money is laundered in a humanitarian organization or not. Secrecy is a necessity. You'd never know, because it is subconscious. The hole just gets deeper if you don't realize you've stepped in it. It is the only way to sort thru the difference between Detroid and Israel in terms of 'aid'. You know it is on another wave length.

For one, you're looking at a State level, level of analysis, comparing it to follow suit to a Federal level of state analysis: incompatible. The difference between Federal and State law, legal and lawful. It doesn't work, because one is lower or higher on a hierarchy of power. Internal and external forces are different depending on which level of analysis you're looking at.. rose-tinted glasses need to come off and the white gloves out.

Also extraordinary circumstances in terms of budget are not always made account of if they aren't known knowns. Like when your insurance won't cover all the damages incurred, sometimes the check comes short. On the other hand, a yearly budget has already been paid for and there's only so much left in the kitty to hand out.It is paid in advance when congress agrees to the budget and doled out. Isn't it? If demand is too great, and the budget didn't supply enough based on last years income, then too bad, no more!

TL;DR - Federal Governments don't have to balance their budgets, but State's legally have to do so to be apart of the union. Maybe there isn't enough Federal Funding for nationwide disaster relief, or a big enough safety net to contain the economic decline, or time to renovate/repurpose the infrastructure, before it dilapidated from neglect.

Q & A with self #1

Question to Self:
If every frame in a film lasted a second to a fraction of a second based on the note length being played out during the motion. If there are 60 frames per second, following this train of thought, notes could be given a weight.

An answer to self, posed as a question:
Would it make the film feel like the music is controlling the motion, schroedingers cat, chicken or the egg. Who begot who? I see potential here for entrainment therapy.
